What is the best thing to repair chemically damaged hair and make it look more healthy?

My hair has been platinum blonde for about 10 years now and I permed it about 3 months ago and now it looks and feels like straw. I've been using deep conditioners and hot oil treatments obsessively. If I use an anti-frizz serum it just makes my hair feel oily and it still looks horrible. I don't know what to use to tame it because it seems like nothing helps. What is the best thing to repair chemically damaged hair and make it look more healthy?
deep conditioning 3 times a week or as often as needed. but a thermal/UV protection spray on everyday. Wash your hair every other day or so. be gentle when you come it. i have the same problem as you..try this:Halo gel to put in after hair is washed and still damp, and Sebatien Penetrate deep conditioning. This has made all the difference for me.What is the best thing to repair chemically damaged hair and make it look more healthy?
