What is the safest conditioner for damaged hair?

I recently got highlights and the dude left them on way too long. The highlights are white and my pieces of my hair have split and are frizzy. My hair is really short and I've been trying to grow it out...I know some conditioners that have protein and amino acids can damage your hair if you leave them on too long...is there a conditioner that is safe to leave on your hair that will also repair the damage or am I just screwed? What is the safest conditioner for damaged hair?
After I got my hair bleached (very badly..) I found the best conditioner was tresseme` Vitamin B12%26amp; Keratin anti breakage conditioner, which is for really dry straw like hair. I also got a couple of micro mist treatments from my salon ($85 each) one per month, which is faantasticc for bring back moisture to your hair, prevents your hair drying out and revitalizes your hair colour. Finally I also used a tresseme` deep conditioning treatment at home once a week. Oh, and if your ends are spli your going to have to have them trimmed to prevent them splitting further and causing further damage. Split ends dont mend. Your hair will be healthy again in no time :)

Hope that helped :)

p.s: looking at the answer above me. The ingredient Sodium Laureth Sulfate ishorrible for hair as it dries hair out. It is found in most shampoo's and soaps. Your better in using an more organic shampoo. Most hairdressers will tell you this. What is the safest conditioner for damaged hair?
I like Dove Therapy shampoo %26amp; conditioner

I dunno half of these ingredients but here they are:

Water (Aqua), Sodium Laureth Sulfate, Cocamidopropyl Betaine, Sodium Chloride, Fragrance (Parfum), PPG-9, Polyquaternium-10, Tetrasodium EDTA, DMDM Hydantoin, Citric Acid, Methylchloroisothiazolinone, Methylisothiazolinone, Ext. Violet 2 (CI 60730)

It really HELPS with repairing damaged hair

But hair is hair, so you might just have to wait untill it grows out, and cut it off :c
if you can find it...(African roots) is the best
once the hair is damaged, most conditioners only act as a 'band-aid' but there are some products that go a little further by 'filling in' the damaged areas with a silicon based polymer, acting as a 'glue' to help the hair.

There are some natural things you should try. Warm olive oil, mayo, egg yolks, avocado, yogurt, and bananas. You can try them alone or mix them. Olive oil is a miracle substance! Take a weekend and spend it curled up with a book, or the t.v. and do as much moisture packing to your hair as possible!
When your hair is as over-processed as your's sounds, cutting is the only way to REALLY get over the damage. However, I know that is not always an option, so what you should focus on now is finding shampoos, conditioners, weekly treatments, and leave in treatments that have protein in them. One protein line I work with all the time is Redken's Extreme Line, and I have great results. Moisturizing products will do more harm than good at this point, and you will want to find products that claim to contain ';protein'; or ';ceramides';, and that claim to ';strengthen'; the hair (hair is made of water and keratin, which is a protein. When the protein bonds are weakened through bleaching or other chemical means, hair becomes overly elastic, tending to snap and split). Hope this helps!
