How do you fix extremely chlorine damaged hair?

My daughter has thin fine hair and a lot of it. She loves swimming but if she goes to the local pool her hair gets so damaged by the chlorine that it turns into a matted, knotted mess. Even after using hot oils and conditioners, once rinsed all we had was the knotted mess just the same as when we started and we ended up cutting it all off because we were both at our wits end.How do you fix extremely chlorine damaged hair?
